GUIDELINES
- Applicants must be a recognized, registered charity with an official Charitable Business Number.
- Applicants should have a clearly stated purpose and function, which designates them as voluntary, health, education, social welfare, recreation services, arts or the environment and must be responsible for the planning and provision of these services.
- Applicants should offer a program available to the community-at-large, even though their services may be confined to a limited segment of the community. Services must be accessible to all cultural, political, racial, socio-economic, or religious groups.
- An applicant agency should have established a reasonable continuity and permanence in the community and supported itself for a minimum of two years.
- The applicant's proposal should not duplicate services currently provided in the community.
- Alternate sources of funding must be thoroughly explored.
- The applicant must have a Board of Directors or equivalent structure to administer the policies of the agency. It must exhibit maximum effectiveness and efficiency in the use of facilities and staff, it must conduct its business in accordance with its by-laws and it must possess a clear statement of personnel practices under which the staff operates.
- The financial contribution of the Rotary Club should normally be such that the community group would not be able to complete its project without the Club's support.
- The Rotary Club of Kitchener -Conestoga would like to have the option of having a member of the Club serving on the Board of Directors of the community group as a means of ensuring that donated funds have been used in an appropriate way.
- It is expected that following completion of the project, the recipient organization will provide the Rotary Club of Kitchener-Conestoga with an accounting of the use of all funds received.
- Capital projects will be preferred over proposals requesting operating funds. Requests for operating funds should address the issue of on-going sustainability of the charity's operations, preferably through the submission of a business plan.
- The recipient organization and its members must commit to providing volunteers to help staff the Dream Home and to promote Dream Home ticket sales.
- The use of the proceeds must conform to the policies for “Eligible Use of Proceeds” as set by the Alcohol and Gaming Commission of Ontario (“AGCO”). It is recommended that you read chapter 2 as posted on our website or visit the AGCO website by following this link: www.agco.on.ca/llpmsite/english/llpm_index.htm. (the “AGCO Guidelines”) The relevant chapter is 2.
- The recipient organization may be obligated to enter into a trust agreement as required by the AGCO outlining the respective responsibilities of the Rotary Club and the recipient organization concerning the use of the proceeds.
- Any decision of the Rotary Club to award the grant will be subject to the AGCO guidelines and the final approval of the AGCO.
